Mr. Lee Jin, who was advising global private equity at the prestigious law firm Kim & Chang, went to study in the U.S. at his own expense to prepare for starting a business. He had a strong realization that the problems all lawyers face are not only hindering work efficiency but also causing substantial social costs, and he wanted to find a solution.
The issue CEO Lee Jin had in mind begins with the 'court judgment document'.
Although the Korean system is supposed to make court judgments public, it is hard to say there is a proper database because free search is structurally blocked. For each case, you must enter a specific case number, look them up individually, and go through a payment process—an entire procedure that is (as with many government services) unkind and inconvenient.
Still, with judges and prosecutors having unlimited access to all verdict data, it’s unthinkable for lawyers to skip reviewing related cases. So for every case, lawyers inevitably spend (often unnecessary!) time and effort searching for and analyzing similar precedents. That drives up litigation costs, which ultimately get passed on to legal clients.
By solving the issue of court judgments—the 'mother of all problems'—lawyers can dramatically improve their efficiency. They can take on more cases in the same amount of time, naturally increasing the supply of services and helping lower the cost burden on clients. In a reality where over 70% of lawsuits proceed without a lawyer due to costs, building a foundation to fundamentally address the many unfairly resolved cases that lack expert involvement is meaningful not only for the market but for society as a whole.
Elbox aims to tackle the structural issues of the legal market by building a 'complete and intelligent court judgment database that’s instantly useful in practice' from the user's perspective.
In the early startup days, much of the work was done manually due to a lack of technical infrastructure (just like the early days of the business card service Remember). Yet, thanks to the determination of the Elbox team united under their mission to solve this problem, their technology evolved, the speed of database accumulation accelerated, and Elbox has now become the legal service with the largest number of lawyer members.
Elbox has collected the largest number of recent lower court (trial and appellate) rulings—which focus on the details relevant to practice—and developed advanced vision recognition AI to speed this process up. To date, over 750,000 judgments have been gathered, the most in Korea, with 510,000 of them being recent lower court rulings—over 30 times more than competing services. In parallel, Elbox continues to refine 'legal intelligence' for extracting features and assessing similarities among cases as it grows into a 'smart legal search portal'.
Even without spending anything on marketing, user numbers have steadily grown through word of mouth alone. Among the core user base of lawyers, the usage rate has risen by 10% every year with each bar exam; now, 70% of new lawyers and more than 30% of all lawyers use Elbox.
Now, Elbox is looking beyond verdict services and setting its sights on becoming a comprehensive legal platform.
Even in 2020 when we decided to invest in Elbox, there were already veteran competitors in the field, and the legal tech market remains intensely competitive. Still, we believe in the Elbox team's ability to overcome the latecomer disadvantage in just three years thanks to a thoroughly customer-centric approach, and this trust grows stronger with every investment round as they keep delivering 'surprises' that surpass everyone's expectations.
With the strength of having secured the largest user base at 'CAC 0', Base will be there every step of the way—solving more unmet needs until Elbox stands as Korea's leading legal platform.
